The first phase of the JobKeeper extension will come to an end on Sunday 3 January 2021 (although minimum wages requirements can be made up to 04 January 2021) with the second extension period commencing from Monday 4 January 2021.​ 

 

 

Timeline for JobKeeper extension (2)

03 January 2021:

JobKeeper program finishes if not eligible for JobKeeper extension 2

From 04 January 2021:

JobKeeper extension 2 starts & changes to the Tier 1 & 2 payment rates from extension 1

04 January – 28 January 2021:

A two week extension to submit the monthly declaration to receive the JobKeeper payments for December 2020 (JobKeeper fortnights #18, #19, #20)

04 January – 31 January 2021:

To review actual decline in turnover for the December 2020 quarter relative to a comparable period & submit this information online to the ATO

Before 31 January 2021:

Meet the minimum wage condition for fortnights ending in January (only for employers with eligible employees for JobKeeper #21 & #22)

01 February – 14 February 2021:

Need to submit a monthly declaration to receive JobKeeper payments for January 2021 (if eligible for JobKeeper extension 2) & for newly eligible employers, inform whether Tier 1  or 2 (higher or lower rates) for each eligible employee and/or business participant

|  JobKeeper extension 2 (04 Jan 2021 ~ 28 Mar 2021)  

Businesses could still be eligible even if they were not eligible for JobKeeper extension 1. 

DECLINE IN TURNOVER TEST:

To qualify for the second extension phase, employers will be required to demonstrate an actual decline in GST turnover for the October ~ December 2020 quarter to a comparable period (generally, October ~ December 2019). For more information, see Decline in Turnover Test (JobKeeper extension 1).

JOBKEEPER RATES:

  • TIER 1 rates of $1,000 for,

    • [Eligible employees] ⇒ worked for 80 hours or more in the four weeks of pay periods before either 1 March 2020 or 1 July 2020 (alternative period may apply)

    • [Eligible business participants]  ⇒ actively engaged in the business for 80 hours or more in February 2020 (alternative period may apply)

  • TIER 2 rates of $650 for all other eligible employees and business participants​

|  Important dates & notifications  

The key dates during January ~ February 2021 for the JobKeeper extension 2, are as follows,

03 January 2021:

JobKeeper program finishes if not eligible for JobKeeper extension 2 and,

  • employers should notify eligible employees that they will be no longer receive the “JobKeeper top-up” amounts

04 January - 31 January 2021:

If the business is eligible and and would like to claim the JobKeeper payments during extension 2, there will be a need to,

  • review the actual decline in turnover for the December 2020 quarter relative to a comparable period

  • submit the decline in turnover information to the ATO by the Business Portal or from a registered tax agent

  • inform eligible employees of the JobKeeper payments TIER 1 or 2 rates they can expect to receive

  • inform eligible employees if any top-ups will be on hold & paid before 31 January  (see below)

Before 31 January 2021:

The minimum rates (before tax) for TIER 1 and TIER 2 employees will be required to be paid to an employee before the ATO will refund the JobKeeper payment. ​However, for the following periods, the ATO will accept an exception that the minimum conditions have been paid for each of the two fortnights ending in January even if it has been paid late, provided it is paid by 31 January 2021.

  • (JobKeeper fortnight #21) 04 January - 17 January 2021

  • (JobKeeper fortnight #22) 18 January - 31 January 2021

01 February – 14 February 2021:

To claim the January 2021 JobKeeper payments during extension 2, the business would need to,

  • submit a monthly declaration for January 2021

  • select TIER 1 or TIER 2 for each eligible employee and/or business participant on the monthly declaration (only for businesses not eligible for JobKeeper extension 1)

New JobKeeper registrations

JobKeeper still continues to remain open to new recipients and businesses not eligible in extension 1 but requalify for extension 2, provided they meet the existing eligibility requirements and the additional turnover tests during the extension periods.
